Report highlights tariff shifts, sanctions surge and trade disruptions

Posted on: 9 April 2025

Windward, a leading Maritime AI™ company, has issued a new Risk Report for the first quarter of 2025.  The report offers an in-depth analysis of the vessel trends and behavior against the backdrop of a turbulent geopolitical landscape, evolving sanctions, tariff shifts and emerging dark fleet trends.
Key highlights from the report include:
  • Q1 2025 showed the highest number of sanctioned vessels since 2022 with 88% of newly sanctioned vessels being tankers – underscoring the global regulatory focus on this sector.
  • March 2025 marked a sharp decline in trade flows, particularly in U.S. trade lanes, as businesses adjusted to the effects of changing tariffs and oil-related policies.
  • Port calls to Syria increased by 27% compared to Q4 2024, likely driven by the country’s leadership change and the commercial lease shift of a port previously leased to Russia.
The full report can be viewed here.
